Removal of the slab fencing stones would compromise the integrity of the gardens to the listed terrace of Club Row. There are pleasing and harmonious views across the gardens which are separated by these interesting low stone walls.
Whilst there is a wooden fence at either extremity of the street, any loss of the stone slabs there was prior to the listing of the properties and must not set any precedent.
1 Club Row is the only property in the street which is not listed, but is a sympathetic 2007 conversion of a joinery workshop of some age which faces the listed terrace, being built in the garden of number 12 during the second quarter of the 19th century. The stone slab walls most likely predate the erection of this old workshop building.
Wilsden Parish Council disagrees with the final paragraph of the Conservation Officer’s comments and would object to the erecting of a fence alongside the stone slab fencing for the same reasons as stated above.

The proposed slurry store would appear to have a capacity in excess of
2.5 million litres (allowing 750mm freeboard). This appears to allow for six months storage of slurry for our estimate of up to 250 cows and would therefore allow the current size of herd to continue and allow for significant increase if that were needed in the future. However, there are no details of how the slurry would get into the store, or out of it and where pumps (or scrape ramp if that is the case) would be situated.
There are also no details of the fence which will surround the store and the Parish Council suggest that more consideration should be given to the planting of trees around it, especially on the north and east The Parish Council notes that there would be no winter spreading, and questions whether the farmer's holding of 100acres is sufficient to allow the annual spreading of such a large volume of slurry as may be held within the store. This proposal appears to allow for six months storage of slurry and rainfall for our estimate of at least 250 cows and would therefore allow the current size of herd to continue and allow for significant increase if that were needed in the future.

12th August 20225th September 2022The Parish Council is unable to support this applications because of significant omissions in the documentation. While the building conversion is generally supported these concerns outweigh the acceptable parts of this application. First of all, the application restricts the right of vehicular access to the Wilsden allotments, granted to Wilsden Parish Council in 2005 when ownership was transferred. A copy of the transfer agreement has been submitted to the case officer. This shows that the dry stone wall to the north east of the site prevents this right of vehicular access.
A further concern is that the red lined site plan includes a walled wooded area where the only access is from the car park of St Matthews Church. The Church has not even received any notification of this application. The Parish Council are also concerned that no site notices have been displayed at the site.
The Council are generally supportive of the Conservation Officers conclusions on the proposed conversion we are surprised that the importance of these buildings was not highlighted. This importance is detailed in the Wilsden Conservation Area Assessment (CAA) and confirmed by the fact that the emerging Wilsden Neighbourhood Plan identified these buildings as a Locally Important Building and a non-designated heritage asses.
The key quote from the CAA is
‘Almost by chance it would seem, two agricultural spaces have survived [now only this one] within Wilsden despite its considerable expansion and infill and the closing down of working farms along Main Street in the second half of the last century. The largest of these areas directly fronts Main Street next-door to St Matthew’s Church. To the east of the stables and barn, this strip of land extends behind the church and as far as the bank of Wilsden Beck. This unusual survival, which is still used for grazing, not only retains a small courtyard with farm buildings, but also its stone walls and, save the church, its original shape. This space and its use are a valuable connection between the village and the surrounding countryside’.
The barns are probably Georgian based upon both their appearance and the evidence of historic maps. We are pleased that no windows have been inserted in the south side of the barn as there is a local story that no windows were allowed in that due to a falling out between the mill master who owned the cottages behind the stables and the farmer, who owned the stables and fields to the north. We would propose any approval should include a condition about no windows in the south side of the building.

The site is situated on a narrow country lane which is promoted by CBMDC for leisure use, walking, cycling and horse riding. There are at least 250 horses stabled within a 2km radius of the site and the British Horse Society has already raised concerns about current traffic levels. A large part of the current vehicle journeys to the site are the farmer driving the 300 yards between his farm and the milking barn twice a day around 5am and 5pm.
Additionally, the site is adjacent to ancient monuments and consideration must be given to the effects that change in usage of the barn may have upon the historic landscape.

temporary condition for 5 years the inspector makes it clear that a factor in granting this temporary
condition was the inadequate provision under Bradford Council’s Gypsy and Traveller sites
policies, which was identified under the development of the Local Plan. It is the Parish Council’s
understanding that these inadequacies have been addressed. It is also the Parish Council’s
understanding that changes to the definition of both ‘Gypsy and Traveller’ and ‘Travelling
Showperson’ excludes, for planning purposes, anyone who has stopped travelling on a
permanent basis. The Parish Council would suggest therefore that by applying for permanent
permission the applicant is in fact excluding themselves from an important reason why the appeal

• The Parish Council concur with the Conservation Officers comment about the inappropriate scale of the detached house and the design in the context of the Conservation area.
• The site as outlined on the map incorrectly includes part of Moorside Road, a Public Highway.
• Vehicles cannot turn around on the site and would have to reverse onto this very narrow highway conflicting with pedestrians emerging from Public Footpath 182.
• No detail has been provided on the site’s boundary treatment.
• Application 13/02342/FUL for a single dwelling between Moorside Road and Dewhirst Street was refused because the Highways engineer stated that the intensification of traffic on these extremely narrow roads caused by even one more house would be detrimental to vehicular and pedestrian safety. It therefore follows that the same is true for this application.

In effect, the combined effect would be an additional wing projecting to the side and rear, covering three storeys... [which] would result in a disproportionate addition over and above the size of the original dwelling' and the detrimental effect it would have on the openness of the green belt.
In under 20 years the dwelling has gone from a small, plainly built, one bedroom cottage to a three bedroom more visually complicated house which is in danger of over-dominating the parent farmhouse to which it is attached.
